lol I watched this video & didn't really fully understand what fourth dimensional in fiction such as comics, anime, manga universe means exactly.
I tried watching scientific videos & OMG lol.

If anyone can explain it i'd love to see if i can grasp it.
I'll also post a definition i found & we can go from there.
The Fourth Dimension is an abstract concept used in physics to identify and, when possible, quantify non-Euclidean space/time. Although it is a rare circumstance, it is possible for material from the Third dimension to physically pass through the Fourth dimension and navigate the environment as if it were a flowing tributary.

In the case of living people, such individuals are referred to as time travelers. Like all realms of physics, manipulation of the Fourth dimension is adherent to a series of basic principles. Violation of these principles (such as using the Fourth Dimension to alter the past) often produces unwelcome, even disastrous results.

I understand the fourth dimension is space/time but maybe we could discuss this as to fully grasp how big of a feat it is for fictional characters to be fourth dimensional.

I don't know about this kind of stuff but one thing that has compared to Marvel/DB debates stuffs other than busting attacks is the dimension stuffs where Superman speeds almost destroyed the space time itself something like that which is something that no DB characters can ever do if you ask me.

With Hit and Jiren seems to be capable of doing this thing then I guess Toei are in the right direction in overpowering their characters. :toei

The 4th dimension typically refers to control or superiority over space/time continuums. 4th dimensional feats purely depend on the feat in question, but generally place a character on either High Universe level or Universe+ level (3-A and Low 2-C on VSbattles' tiering system). A character can't be that strong if it's purely via hax they have it, such as most time stoppers (eg. Hit), though those that can break through such constraints entirely or do so with sheer force are.

The general consensus for Jiren is him being Universe+ level via both his own feats and scaling from both Beerus and Infinite Zamasu.

How strong is Infinite Zamasu?

Likely Universe+ level, since both :shin and Gowasu state he was becoming one was the Universe and overriding it's law and order (ie. space and time).

And potentially, it is as strong as a Destroyer God?

Most likely. Beerus implied he could've still dealt with Zamasu, though from the level of his feat alone, Infinite Zamasu ought to still be on par with most Hakaishin.

As well as the Hakaishin, based on Whis' statement.

He wasn't referencing the current power he was yielding, but rather estimating what his true power was.

We have this...

And I'm pretty sure there was a bio for Vermoud that stated he was on par with Jiren.

Jiren >= Vermoud >> Jiren Suppressed seems to be implied in my opinion.

Taking the manga into account, Toppo outright states that Jiren > Belmod in the most recent chapter, so I'd say it makes sense for Whis to be referring to the power Jiren displayed. After all, it makes no sense for him to hold back against UI Galu when his mission was to quickly eliminate the opponents who were a threat to U11.

By observing Jiren's feat against Goku and the fact that he's still suppress, therefore it's easy for Whis to estimate Jiren's power to be a Hakaishin level if not, surpass that level. Moreover, Whis likely knew how strong Belmod is and with the rumor pretty much confirmed his observation.

This video is great when it talks about these dimension stuff.

I don't know, it was never said Jiren ever reached his limit, but Jiren did have a full aura when Ultra-Instinct Goku made his last attack.

That's what i was also wondering.
A character isn't really 4th dimensional if time has any effect on them in any way.
Like Doctor Who, he isn't 4th dimensional as he still ages all be it very slowly & can't time travel without devices.

TimeLords have 4th dimensional knowledge but aren't 4th dimensional.

Someone like Najimi Ajimu from Medaka Box would be 4th dimensional & above as she has all fiction & non-fiction which is to manipulate any fiction or non-fiction as she sees fit.
