There are many ways to interpret the feats.

Whether it's with or without the Burning Shoott, Paikuhan > SPC isn't really up for debate with Goku's reaction to Kaio about how amazing Paikuhan was in defeating Cell. The question then becomes how much of it was due to the technique, of which there's two valid interpretations:

1. Toei hax Goku. Base Goku got boosted to above SPC. This can somewhat fit with the anime's scaling when considering the constant back and forth added to the Kamehameha struggle between Gohan and Cell as well as Gohan completely dominating Cell without resistance at the end. Add in Base Gohan being able to put up a fight against a Dabura that had heightened his Ki despite already being equal to Cell and it's not too much of a stretch.

2. Burning Shoot is a huge amplification. Not too much to imagine when the other Kaio should have powerful techniques to teach their students too and the Daizenshuu talks about Paikuhan being a skilled fighter with powerful techniques.

Both theories are interesting. In the first point, Goku increases his powers when he dies and then as he advances in the Otherworld Tournament, since in Semi Finals Goku Base (Suppressed) surpasses someone who he thought very powerful.

Another theory I have is to have Goku and Vegeta with a very nerfed multiplier from SSJ and in BoG to inflate them again to be able to have the SSJ2 on Ultimate Gohan without having to monstrously increase their Base powers

I can go either way. I'd probably say route 2 if trying to make things coincide with the manga, though I'd say route 1 is fine if speaking purely of the anime. It's worth noting that the only source outside the anime to place any sort of benchmark for Paikuhan is the video game Shin Budokai 2 where its survival mode (in which the lineup seems based on powerscaling) has Paikuhan above SPC in general, so that idea isn't totally out of the question. How much stock you can place in that is arguable though, seeing as how he's also ranked above Dabura despite the anime being clear on Dabura > Boo Arc SSJ Goku > Paikuhan.
