Oh this is the anime, I thought this was the manga.

I do recall the anime director stating in an interview that it was just a 2x multiplier.

Or as I said Vegeta is using SuperSaiyanBlue more efficiently than Goku.
I see it like initial Golden Frieza vs Tournament Of Power Golden Frieza, or Incomplete Ultra-Instinct vs Complete Ultra-Instinct.

Remove the kinks, flaws, allow the Transformation to do what's intended & then you can fully utilize the form.
Nothing changes in Multiplier just how much more the user can access.
