What Should I Evolve Eevee To?

Umbreon. It's better at taking hits, and Espeon's only good moves to take advantage of it's high Special Attack are Psychic and Bite.
If you're willing to evolve it into Vaporeon, I'd pick him over the Espeon and Umbreon, though.

The stones are rather hard to find in Generation 2, which is why I've been attempting to evolve it to either of these instead. I've been building its friendship so much that it's literally one level away from evolving anyway (I evolved it to Espeon earlier, but I soft reset).

Well, I'd go with Umbreon then. They have the same physical Attack, but with Umbreon there isn't Special Attack going to waste and it's instead distributed into his defenses.
On the topic of friendship, Return would be a good move to teach to the Eevee/Umbreon if you have it.

I prefer Espeon. It's much faster than Umbreon and has better Sp. ATK stats and not bad Sp. Def stats but it has piss poor physical power like Umbreon and it's defenses aren't so good. If you want to go for the ol' one hitter quitter than Espeon is your best bet. Umbreon is a better wall but it's base Speed stats are almost half of what Espeon's is. Not to mention both it's ATK & Sp. ATK are shit. So if you want a wall while slowly whittling away your opponents HP than Umbreon is your guy/gal. Me personally while Umbreon was my favorite as a kid Espeon's the better choice. Plus it's good against Chuck, Bruno, Koga, and Team Rocket

I would've said Espeon, though outside of friendship, it'd be Jolteon all the way up until Gen 6.

As much as I like Espeon, it's pretty useless in Gen 2. Psychic is really the only good move for it.

umbreon all day(ironic much)
Umbreon is ass in-game. It's strongest STAB attack is faint attack at 60BP, not that it has any attack stat to begin with. The slow, defensive playstyle of Umbreon just drags the game out imo. Heck you can't even get moves like toxic or curse until Kanto, so what can Umbreon even do until then?
