He did though, Piccolo stated he powered up. Vegeta, Krillen, and Gohan all agree as well.
Fooling a ki senser and fooling a scouter are two different things. It feels like Nappa is powering up, but Nappa can't fool a scouter.
Freeza was born in his 4th and Final Form, so his natural power level is 120,000,000 or so. The other forms were developed to contain and suppress his full power, presumably because he wasn't able to control it. He's kind of the opposite of most characters in that regard. The only true power up he has is his buff form.So, I believe I just received my answer. When Frieza checked Nail's Power level, the scouter read 42,000. Then Frieza stated:
So, now I have to ask: how the hell was Frieza so powerful already?
Is there any information as to how lower/weaker transformations came to be? I find this very curious that Frieza transforms the complete opposite way than everyone else, to become weaker, rather than stronger.
Freeza clearly was born in his 4th form since it is the form he naturally reverts to from his Golden form and he called it his true form, and he said in his first form that his weakest form is a form used to limit his power since he has so much of it that he cannot control it. My guess is that he made h is 3rd form as freaky and intimidating as possible and regretted it since the spikes on his back got in the way of sleep and practical life purposes, and then made his 2nd form in his father's likeness only to discard that idea because it was too large for practicality and he deep down didn't even like his dad anyway (as seen in RoF), so he then created his diminutive 1st (technically 4th) form to stay at a level where he could control his power efficiently. It seems like he likes his 1st and true forms most of all since he didn't like the idea of staying in 2nd form to keep himself tall and he used his 1st form even in RoF after mastering his 4th form, indicating it offers a degree of comfort, and perhaps easier recovery from fatigue since it exerts the least strength.
It can't be this low. Piccolo and the "kids" most likely cannot defeat Freeza. We know Piccolo is around half of Freeza's 530,000 power, so Freeza must initially be more.
