That's what always got me with anime fan service (idk if this even counts as fan service). In a movie it takes way less effort, like they just choose the outfit and film the shot starting at the hips, say. It could even be accidental. With old anime you know someone actually purposely had to draw each frame, like "yeh this is a really good idea, even after three hours of drawing I'm still sure of it".
