When did Piccolo get so strong?

Goku and Vegeta don’t seem to hold him on a higher regard than Boo (“Boo for sure! And Piccolo.”), but they aren’t even impressed by Piccolo, perfomance against Frost. What’s the deal with that?

Also your interpretation isn't necessarily implied by Goku. If anything it sounds like he's holding both Boo and Piccolo on the same level. It's not like Goku was considering him as a last resort, he was listed simultaneously with Boo.

Also Goku was impressed by Piccolo's performance against Frost.

It's possible since #17 and #18 got stronger from off screen bullshit as well (#18's feats in the ToP and Moro arcs show she's way above her Cell/Boo arc self).

17 is at least acknowledged though. I don’t think 18 got any noteworthy feats though. She can’t even one shot that small dude that struggled with Jaco…

17 is at least acknowledged though. I don’t think 18 got any noteworthy feats though. She can’t even one shot that small dude that struggled with Jaco…

She survived an attack from Moro and was able to attack in unison with #17 who's bare minimum Merged Zamasu tier at this point.

18 and 17 were like Gohan and Piccolo in that battle, except we know for sure Gohan was stronger than Piccolo. We never got a statement or implication that 18 was nowhere near 17's league at this point.

Not only that, but Manga #17 isn't even stated to have gotten stronger through his Park Ranger job. He became stronger with literally zero explanation .

As for the OP, even going by this interpretation, it doesn't imply Boo's power is superior to Piccolo's. Boo is absolutely broken for tournaments regardless of his power due to regeneration and his naturally stretchy body combined with infinite stamina making him someone who can only lose if he's careless enough to get knocked out the ring.

Toriyama apparently expected even casual readers of DBS to keep up with all his behind the scenes interviews, like the one where he stated #17 and #18 don't need to eat to survive and can get stronger by training... back in like 2014. What a hack

Technically Piccolo did wonder what kind of training #17 did when he knocked Botamo out of bounds with pure strength, but even then #17 didn't even answer him with anything concrete. We were just led to believe some off screen bullshit led to insane GAINZ (just being around SSJ3 post-God Galu's level was bad enough, let alone PSSJB tier).
