Raditz over Goku and Piccolo, by far. He was almost 3x stronger than either of them individually, whereas the scaling for the ToP in the manga (as made obvious by you using PSSB Goku) makes it difficult to have Jiren close to 2x stronger than either individually due to Goku's pseudo-Kaioken. It's also worth noting Raditz was playing around with Goku and Piccolo until he saw their amplified attacks, whereas Jiren had no reason to toy with Goku until later on when he was in the ToP to defeat his enemies and only started finding interest in Goku's resistance later on.
