I'mma say Todoroki. I think Luffy wouldn't like some characters, like Scar if he destroyed ships and Itachi for using purely psychological illusions instead of physically fighting.

Erza from Fairy Tail would be the best potential Straw Hat out of the characters you listed. In fact, just about any Fairy Tail character would fit perfectly with the Straw Hats due to One Piece’s and Fairy Tail’s emphasis on Nakama respectfully.

Todoroki would be the next best character to be a Straw Hat and My Hero Academia’s Class 1A would be the next best fit for the Straw Hats due to the closeness of the classmates with each other, but unlike One Piece and especially Fairy Tail, My Hero Academia doesn’t focus on Nakama power.
