Between "He won a nothing tournament... he would be relevant pre-DBZ... he just a joke compared to the Z-Warriors", "OMG she can fly... she is BoZ Krillin... and she broke someone's neck... she's soo strong *jerking off*", or "Piccolo said their powers are dimensions aparts... he must be stronger without reasonable feats but Imma grasp at straws to keep this true".

At least Mr Satan is all about gag unlike Videl who overrestimate herself and her father compared to everyone. Kaioshin is just a piece of trash.

Anywho, the Videl overplaying is the worst. Saying she can beat Chichi is a joke.

EDIT: I just saw the "other" option. Gogeta is the most overplayed then. There's actually still people who think he is ~/= Vegetto.

Kaioshin honestly doesn't need to be stronger than Piccolo. There are several reasons why Piccolo backed out of the fight besides power, and there's overall more reason to believe Kaioshin isn't that powerful (Being scared of Pui-Pui, being amazed by the Base Saiyans, claiming that one-shotting Freeza is suppose to be an extraordinary feat at this point).

Kaioshin wasn't really scared of Pocus. He had no reaction when he saw Pocus outside of the ship (unlike with Dabra), and really only questioned Vegeta's chances inside the ship.

Who else does Kaioshin have to use as a measuring stick? He doesn't know about the Androids or Cell; Freeza is the strongest person that both Kaioshin and the Saiyans know of.

That's because they never fought Pui Pui outside of the ship during that time they were just hiding their power levels in order to find Babidi and Majin Boo's egg. Once they encountered Pui Pui on the ship he was adamant about teaming up and told Vegeta not to underestimate.

Also Kaioshin's reaction to Pui-Pui being killed was like "Wow there this strong?". If Kaioshin was stronger than Piccolo then his reaction would have been about Pui-Pui being a lot weaker than he expected than the other way around.

That's true that Kaioshin doesn't have anyone else to use as a measuring stick but it's just how the story portrays that statement. From an author/story-teller perspective it doesn't make sense for Kaioshin to be that powerful but yet still compare him to Freeza someone Android arc Piccolo could likely one-shot.

That didn't stop Kaioshin from freaking out over Dabra. Wouldn't he also do the same with Pocus if he was weaker than Pocus?

That only means he underestimated Vegeta. Even then, it doesn't necessitate Base Vegeta > Kaioshin. Just Base Vegeta (actual) > Base Vegeta (expected).

Who else would Toriyama have him be compared to? Besides, it's not as if the comparison makes Freeza seem relevant in any way to Kaioshin.

But let's stick to this out-of-universe route for a second. Does it make sense from a storytelling perspective to use a phrase that's referred to power every time before it to mean the exact opposite without any indication? Why would Toriyama have Piccolo use the different dimensions line if power is the one thing he doesn't want us to think of? Is that not bad storytelling?

Well, Bulma can't exactly sense Ki, but she knew that Trunks wasn't that different from Gohan. So if we take her at face value, I don't see a problem with taking Piccolo at face value.

Interpretation? It's not as straight-forward as you'd think.
How exactly is it not straight-forward? Has there been any instances of "different dimensions" not meaning power that I am missing? :|

Because there's no conflicting implications to it unlike with Piccolo's line.
