Definitely the manga. Anime Goku is still retarded but at least his serious moments feel more genuine. He feels like a complete caricature in the manga.

Both are caricatures imo. There’s nothing sillier than the way Goku runs towards Zamasu like a Looney Tunes character and begs to fight him.

Manga is probably worse because they tried to make a main plot point out of it in the ToP. At least the anime only had Goku be retarded for jokes.
