Piccolo only beat Ultimate Gohan by using smarts and exploiting his weakness of being off-guard.

Logically Piccolo should be above even Ultimate Gohan when he was presented as being higher than base Vegeta and Galu in the U6 arc and a toying copy-Vegeta stomped SSJ3 Gotenks far worse than Gohan would, but if just going by the feats, then it looks like Ultimate Gohan >>>>> Piccolo >/>> SSJ2 Gohan. Gohan pretty much tore off Piccolo's arm without even trying.

Even split into clones and dividing his power, Piccolo wasn't complete fodder to Ultimate Gohan and was tooling SS2 Gohan without much effort. Piccolo was clearly the stronger of the two prior to Gohan reawakening his former peak.

Piccolo made some insane gains in a few months considering he was weaker than Base Gohan (RoF) and that Gohan could barely go Super Saiyan.
