Baby. Zamasu comes off as doing a heel turn over seeing one mortal race act violent, and in the anime essentially using it as an excuse to justify his hypocrisy and inferiority complex toward Goku. Gowasu also comes off as grossly incompetent for kind of letting it happen.

Baby is a hypocrite too and has Broly syndrome with how he hyperfocuses on killing Goku rather than stamping out Vegeta's bloodline or something (it would've been more understandable if he had spared Goku to have someone to fight, but unlike with Gotenks Boo there is no such explanation), but his motivations while simple have less contradictions.

I don't like that the manga cuts out the part where he fights Goku (it makes more sense timeline wise though since Goku wouldn't have met Zamasu without Black's treachery) as Goku is a key part of his motivation and shows just how petty and vindictive he is. He cast away his divine form to use the power of the Saiyan that beat him in combat to enact his "justice".

Yeah they should've explained that in the unaltered timeline Zamasu was the one who challenged Goku to a sparring match after seeing his fight on GodTube. The timeline inconsistency made about as much sense as Harry Potter and the Prisoner of Azkeban.

Well, Baby on the grounds he isn't a complete fuckin' idiot. Don't get me wrong, I like Goku Black's personality a lot, but Dragon Ball Super's world building makes Zamasu's plan completely idiotic. You have a time ring that allows you to make as many wishes as you want on omnipotent mcguffins and you choose to switch bodies with Goku and hire your future self and make him immortal instead of just, I don't know, switching bodies with Zeno? Like, people criticize the Cell arc for essentially being an idiot plot, but nowhere in this franchise's history has that been more exemplified than with the Goku Black arc. Not only are the protagonists making stupid decisions, the villains are too, and the villains are making even worse ones considering the options they have available.

Plus, Baby's history with the Saiyans and how that intertwines with Goku's history in a way that's thematically satisfying is just a lot more compelling than an emo god.

Zeno might be immune to the Super DBs given that he overrode Zamasu's immortality @最強のフュージョン

I also think they took delight in killing the mortals one by one rather than mass-erasing them all at once as Zen-o would be able to. The plot of the Zamasu arc is asstrash but there's some reasoning behind them not using the wish in more efficient ways.

The Super Dragon Balls are said to have limitless power. Even if for some reason, Zeno is immune, it shouldn't have stopped him from trying. Super Shen Long could have just said, "That's the one thing I can't do" and Zamasu could have tried something else.

I mean, for Pete's sake, if the Cerelian Dragon Balls can grant you the greatest power in the universe at the cost of life, all Zamasu needs to do is wish for immortality and then unlimited strength. He has all the options in the world, and he chooses to go about it in just about the worst way possible. So it's fair to say he's a complete idiot.

The Cerelian Dragonballs only gives unlimited strength at the cost of a limited life span. If Zamasu wished for that then he wouldn't have been able to become immortal. Zamasu didn't know about Jiren or Toppo so Goku was the strongest mortal option fir him. Unless maybe he switched bodies with Beerus or Whis but seeing as how Toriyama and Toyo suck Beerus cat dick they would probably make some rule about how it wouldn't be able to effect gods.
