The biggest power we saw in DB is Piccolo's final attack on TB23. It was an attack capable of destroying an entire Island. It was easily overcome by Piccolo (Weighted / BoZ) who is capable of destroying the Moon with great ease. Garlick Jr.'s Soldiers in their First Form in Movie 1 should also overcome such power through the scale.
Vegetto SSJ (Boo) was overtaken by SBV1. Personally, I have SBV2 = Vegetto SSJ2 (Boo) >>> SBV1 >>> Vegetto SSJ (Boo) = Baby Vegeta First Form.
A Chinese Pamphlet that was released around the time of Arc Super # 17, asked if Vegetto is more powerful than SSJ4? Personally, I don't take this Pamphlet very seriously, because in the same statement it contradicts itself by saying that Vegetto was the result of the Merger of the 2 greatest Warriors. When Gohan at that time was indisputably the most powerful. Therefore, a hypothetical Vegetto SSJ3 (Boo) would be between SBV2 and Goku SSJ4 (Initial). I have Goku SSJ (Super Arc # 17) more powerful than Vegetto SSJ3 (Boo).
In DBS, Beerus (Initial) and Vegeta SSJ2 (Enraged) even surpass a Hypothetical Vegetto SSJ3 of that moment and therefore, would be tremendously more powerful than Vegetto SSJ3 (Boo).
According to the GT Files Perfect Gogeta SSJ4 has Unlimited power and it is not possible to even match it. Which would mean that Gogeta SSJ4 is> Any Power of DBGT and Any Hypothetical Fusion of DBGT other than Vegetto SSJ4. Even Trunkten SSJ4 or a Hypothetical Potara Fusion between Goku (EoGT) with Pan SSJ4 couldn't match Gogeta SSJ4.
Gogeta SSJ4 was shown who was playing the whole time, tremendously beating Omega Yi Xing Long. Nor should we forget that Yi Xing Long Base survived an attack much more powerful than himself and Omega Yi Xing Long has Wu Xing Long within him. Wu Xing Long Base survived a 10x Kamehameha from Goku SSJ4, making it have gigantic durability.
To explain: Gogeta SSJ4 >>>>>>> Trunkten SSJ4 >>>>>> Gohan / Trunks / Goten SSJ4 >>>> Goku / Vegeta SSJ4, it would be that Goku and Vegeta surely have a higher multiplier in the Fusion like SSJ4 , because they are the 2 greatest Warriors and they are rivals.
The first DBS character to surpass Vegetto SSJ4, it would be Infinite Zamasu because the latter happens to be of a higher Category, a character that affects 4 Dimensions.
Personally, I have Vegeta / Goku SSJB (Movie Super Broly) and Golden Freezer (Movie Super Broly) beating Gogeta SSJ4 by a very small difference.
