Who's the weakest character that could blow up a planet?

Goku immediately went to KKx3 when he saw Vegeta was trying to blow up the planet despite that power already ruining his body somewhat in the earlier altercation, so I'd go with Saiyan arc Vegeta. KKx2 Goku isn't quite enough.

For an Earth sized planet probably Vegeta. Realistically a lot of weaker fighters should be capable if 21st Roshi was able to blow up the moon.

Earth is noted to be a fairlu small planet by multiple alien characters like King Cold. Makes sense when multiple planets like Jupiter and Saturn are far larger than Earth and they're in our solar system.

I think when it comes to blowing up a planet with no effort at all, Third Suppression Form Freeza is the weakest character in this regard.

Piccolo vs Nappa. He destroyed the moon so easily. If Piccolo doesn't have an adequate technique, then maybe Krillin, with the kamehameha. His PL was pretty close to Piccolo's.

Assuming they don't accidentally hit Gero's gate.

Earth-wise, Vegeta ought to be the baseline, given that it'd take his strongest move to get it done.

Planet Vegeta-wise, Vegeta (vs Frieza) is a good candidate.

There is a guidebook that claims it takes a power level of 10,000 to blow up an Earth-sized planet. In that case, Saiyan Arc Goku with a Kamehameha should be able to pull it off.
