Why did Vegeta hope to defeat Goku at TB31?

Could it be that Vegeta SSJ2 (Arc Super # 17)> Goku SSJ4 (FP / Arc Baby)?

Also considering that Goku never imagined that someone like Super # 17 (Initial) existed, it could suggest that perhaps he surpasses Baby Vegeta Golden Monkey.

We also saw Vegeta SSJ2 doing a lot more than Majuub. Super # 17 didn't even realize that he was taking hits from Majuub, while Vegeta SSJ2 managed to dodge a hit from an even stronger version of Super # 17 (just a little relaxed).

All this is a theory, I am a believer that Goku SSJ4 only had 2 power increases, but I still want to read your opinions.

You could argue that S17 Arc Vegeta was stronger than Majuub, but it doesn't necessarily have to be by a massive amount. What stood out about Vegeta's performance was his durability/toughness, which Vegeta is known for. He's also far more experienced than Majuub when it comes to battling against opponents that far exceed themselves.

Vegeta's challenge to Goku didn't seem logical in any capacity. It just built up to a gag moment of Goku being too hungry to fight. On top of that, SSJ Goku did better on his own against Super 17 than SSJ2 Vegeta and the other Z Fighters did combined.

As already stated, the scene wasn't really treat that seriously and it's not as though Vegeta would be the type to not want to test himself against Goku regardless of the outcome. Nothing would suggest Vegeta or Initial Super #17 need to surpass Golden Oozaru Baby when Vegeta didn't get a chance to see how strong SS4 was until sensing Goku fight Si Xing Long and Goku's comment about Super #17 need only refer to new character popping up in context, since Goku had recently gone on a trip around the universe and only a handful of people outside of Baby were able to make him go SSJ.

It's worth noting that Oob isn't exactly someone with average durability either though. After all, he was able to last pretty long against Yi Xing Long when distracting him so Goku could break his limits despite Yi Xing Long not seeming to be toying with him.

Maybe the 'no SSJ' rule was still applied at tournament matches.

Majuub is no slouch either when it comes to durability, it's just that this factor is emphasised more frequently and brutally in Vegeta's case. The instance that you brought up was actually quite short, and Syn settled for using a standard ki blast to keep Majuub at bay; in contrast, later on in the arc we see Omega impale Vegeta with his spikes + Dragon Thunder when the latter was distracting him while Goku was building up the Genki Dama.
