Why didn't Android 18 just throw a Mighty Mask costume on Cell?

Android 18 already determined that he was more powerful then she originally thought he would be long before that ever occurred. Even before it occurred, the boys displayed enough strength to keep up with her at her suppressed level -that and they showed the capability of flight, so it's a foregone conclusion that she determined that they were capable of surviving an attack at that level.

God, if anything just tank the shit out of him and then throw him out of the ring. If 18 is so strong she could just grab Mighty Mask and escort him out of bounds. Yet she would rather fight them and risk losing?

Android 18 was not certain about who they were or what they were capable of until they became Super Saiyans. She had no way to know how much power she could expel except for the bare minimum that she was already displaying. Going over-board could potentially kill them and get her disqualified from the tournament.

Like-wise Zoro, the exact same argument could be made for the individuals whom believe the boys are approaching the level of Cell Game fighters, whom could utterly humiliate Android 18 under any sort of conditions. Akira Toriyama already made this gap painfully clear when Kamiccolo -someone stronger than 18, could not budge Semi-Perfect Cell.

There is always some sort of consistency when it comes to battle powers that are huge and far apart -the gaps may not scale linearly, but when they are THAT far apart, it is always draw/implied to be painfully clear. Looking at the gap between the Super Saiyan kids and Android 18 and giving it the benefit of the doubt is a logical fallacy, at least in the face of everything that happened before and after it.

Nobody argues the Base boys can one shot 18, that is not supported by the manga. They are capable of humiliating 18 in SSJ. One suppressed blast which Trunks is very cautious with is enough to shock her and make her fear them. She resorts to throwing a Kienzan to end the match as it was her only resort. Had she allowed the boys to approach her in hand to hand combat, she would be one shotted just as easily. Trunks wanted to use a blast because the suit was making movement difficult, so he wanted to end it by blasting her instead.

You are over-reacting when you determine that she feared them -if she had, she would have been a little more hesitant about engaging them in combat once more.

Additionally, you have no idea how suppressed that blast actually was, so it's a fallacy for you to determine any sort of power-scaling because of it. But based upon all the fight scenes that occurred up until that point, it's sufficient to say that they are weaker than Semi-Perfect Cell at the very least. Other-wise, they could stand in one place and casually walk forward, tanking everything in the process and push her off the ring.

You are also speculating when you assume that she would have been one shotted if she engaged the boys in hand to hand combat. The evidence we have implies the complete opposite.

Trunks couldn't win in physical combat, even as a Super Saiyan. No, don't argue that a suit decreased his battle power, or speed, because that is heresy. This implies that -even as a Super Saiyan, he did not have the physical battle power to subdue her, something Cell would do instantaneously, and did.

There is a-lot that can be over-looked in Dragonball, but it still has its basic rules and principals that it follows. Teen Gohan SSj losing to Android 18 simply isn't one of them.

She didn't really engage them in combat. She threw a Kienzan, which could have easily killed them.

She was suppressed and barely managed to dodge a blast of unexpected battle power. In other-words, she was nearly killed, so yes, she would be surprised and she underestimated the boys. But its not the same as being petrified or scared. Further-more, the fight became dangerous for the people around them, not necessarily for the fighters involved.

Was it a Kienzan? Was it stated? Has Android 18 ever actually used a Kienzan in the Manga's serialization? Or are you just assuming that?

Android 18 shot an energy wave and the boys went out in comedic fashion. That was all that was implied, looking further into it and trying to make the situation appear more dire then it actually was does not strengthen your claims. Nor does it debunk anything I've posted for a while now.

It seems that all you're doing is asking questions, as opposed to finding logical solutions.

The fact that #18 was so frightened of Trunks' attack shows their assessment was on point.

It was a Kienzan.

Because they panicked and went in opposite directions. I think this just shows why Trunks didn't do hand to hand combat with 18, because the suit is awkward to use.
