Why didn't Jiren eliminate Goku?

In the manga, Goku does nothing but fight Jiren the whole tournament. The manga also established Jiren as a serious player fighting from the start instead of the lazy fuck who only sleeps around from the anime. So how?

I'm skimming through the chapters, and Goku vs Jiren starts on Chapter 36 after Hit was defeated. Base Goku and Jiren do a staring contest and we cut to other fighters. It's not until the bug guy beats Piccolo that we see them again, and PSSJB Goku is actually forcing Jiren to use his hands (though so did Roshi so :idk). Dyspo tells Jiren to retreat and so he does.

Chapter 37 we don't see Jiren at all, but Goku is apparently fighting some Pride Troopers before he goes fight Kale. 38 starts with Kale leaving Base Goku and Freeza to go fight other people. When we next see Goku he's in base standing next to Jiren again and saying they should stop fighting and go fight Kefla. Jiren should literally be capable of breathing Goku away here.

The only times we see Goku vs Jiren is Jiren catching Goku's punch in 36 and casually tanking all of Goku's blast and throwing him across the arena in 39. How the fuck wasn't Goku beaten after over 15 minutes getting clowned by Jiren? 5 minutes was enough for Goku to destroy Freeza on Namek.

He could have one shotted him the first time they engaged. It's just terrible writing. Instead of having threats from other universes that could've kept Galu busy, Jiren ends up being the only guy that he fights despite being an infinitely small % of Jiren's power.

You expect Trashtaro to be that particular to logic and details when he made Kale knock off 80% of the fighters in one chapter?
