Why didn't Piccolo fight Frost head-on?

He was seemingly able to keep-up with him, yet he put everything into his Makankosappo.

I know he wanted to win, but why not try first or wear him down?

Piccolo didn't want to take chances, that's made clear.
But even though he is charging 50% of his powerinto the Special Beam Cannon, he is still able to easily dodge an attack.

He probably knew that he did not have the strength to win in hand 2 hand combat over the duration of the fight.
