If you say he could have killed 18, that means his power was relevant. He just used the power incorrectly. (As for why Tien did that, it could be because the androids have no ki to easily target, or because he wanted to prevent Cell from being able to absorb either android. Or maybe he actually wasn't strong enough to kill 18. Or maybe he believed he was strong enough to kill Cell, if he overestimated the shin kikiho).

Also I get that this thread is focused on power and fight outcomes, but when people talk about their relevance dwindling, they mean both power and general inclusion in the building of the story, particularly in the action. Even if they were weak, they played a significant role in building the story until the Android Saga, if not until the late Cell Saga.

Yeh but if he had targeted A18 you think he could have killed her with the kikoho (which isn't a full-on suicide attack. It doesn't kill him, it just shortens his life). So he must have had relevant power. Same as how Vegeta could've killed Dabura, but didn't try to. The fact that he didn't try to doesn't change that he had a level of power that was relevant at that stage of the story.
