Why does Tenshinhan say "We'll probably never meet again" at the end of the Cell Saga? Wtf? They've been meeting regularly since the 22nd Tenkaichi Budokai. Why's he being a loner?

He really only hangs out with the other Z Fighters when there’s action. They weren’t participating in the Budokais anymore and his rival was dead, so he really had no reason to see them anymore.

I don't think he would either. Which is why the Boo Saga doesn't contradict Ten's feelings. He didn't know some shit would pop up like Boo, so he didn't plan on meeting them again. In fact, he only met two of them and didn't reunite at the 25th Budokai. He also said he "probably" wouldn't be seeing them again, too... unless he needs to, but since he doesn't think something will force this gathering, he planned on parting ways forever.

He resented the fact that Vegeta was among the group in the early Android arc. Perhaps he only wanted to put up with it for as long as absolutely necessary. After the Cell Games there was no reason to believe that the peace would be threatened, so he went his own way.

It seemed like he also went off on his own after the 23rd Budokai though, so he may have simply preferred a life of solitude.
