Why haven't the Bandits conquered the universe yet?

73 has the most haxed ability in the franchise. All he needs to do is grab your neck and he can copy techniques at the exact same power level as the user for 30 minutes and since he's an artificial human he won't ever run out of stamina. He can even keep abilities he's copied which eliminates the use of even touching the neck but even if he has to since he's an Android with no readable ki he can easily sneak up on anyone.

Where have these guys been all this time? They could have easily taken out Freeza and ruled the Galaxy themselves.

The meta answer would be that neither Toriyama nor Toyotaro care about having coherent world building. If trying to offer an in-universe explanation though, it could be that 73's abilities were only gained in recent history and he may have been captured by Merus. 73 seems to be inspired by the Machine Mutants of GT, who hadn't spread their presence too far due to the need to upgrade them to such a high level over time.
It's also worth noting that Saganbo is suggested to be the strongest of Moro's subordinates and is still weaker than SSJ Kid Trunks without Moro powering him up. It can be seen as odd someone of that level wouldn't have already tried to conquer the universe, though it could be that he can't survive in space and lacked technology as advanced as the Galactic Patrol's ships.
