Why is it thought Usopp can defeat Luffy at any point…

I think before the CP9 Saga, Usopp would actually stand a chance against Luffy. However, he said himself that things weren’t like they were before and that they’re just too strong compared to him now.

Do people say he could?

I do think he could defeat him though. Like if he had access to his current gadgets and plants he could have done it at Water 7.

They do I think. I don’t think he could defeat Luffy at any point.

He can beat fighters in the New World. He should be able to beat Luffy at the start of the series pretty easily.

He was able to hurt an Ancient Zoan on Kaido's Flying Six. Didn't come close to beating him though.

If he has like 500m between him and Luffy, he pulls it off. Eg can fire sea stone at him before Luffy even knows where he is, then blow him up. Pop greens would fuck up Water 7 Luffy.
