Why is Ivankov's bounty so low?

It's like 100M. One of the Rev Army's top members, strong enough to hold their own at Marineford, escaped Impel Down.

Zoro had a higher bounty when he was around Pacifista-level, had only beaten CP9, declared war on the WG and helped bring down one shichibukai (Crocodile). He'd been known to the government for just a few years, whereas Ivankov seems to go way back with very notorious figures like Crocodile and Dragon.

I'm pretty sure we don't know Ivankov's bounty yet.

Ivankov was also a former slave of the Celestial Dragons and was on God Valley during the Rocks incident. He's been well known for a long time it seems like. Wasn't that bounty just because he was on level 5 of Impel Down? I don't know if that means it has to be 100 million.

He‘s probably 300 mil if I had to guess. But with the current inflation call it a billion.

300 would still be crazy low even for pre-skip standards, for the second-in-command of those trying to dismantle the government. Luffy had 300M after rescuing Robin, declaring war on the gov. Ivankov must've done worse than that and they must know he's stronger than Luffy.

I'd guess 1 Billion plus now for sure, since all the shichibukai have that, including Hancock who doesn't even seem to do much outside of Amazon Lily and Crocodile who tried to coup a World Government country, which is less than the Revolutionaries actions. And all three helped Luffy at Marineford. Invading Mariejos you'd think would hike it up loads, but I guess it's too recent for a bounty effect.

Ace was worthy of a public execution and was only 500 mil. Ivankov didn’t even have Haki from what it seemed like, I can’t see him having taken part in any fights that would warrant his bounty being that high. But yeah I guess the government might adjust the bounties of the revolutionaries.
