Why was Power-Weighted Cell so weak?

Cell bulked up to a monstrous size and was given devastating damage by one kick from SSJ2 Gohan. Should he not have been much stronger than this?

I think Buff Beyond Limits Cell threw up over exhaustion during his fight with SSJ2 Gohan when he was still just at full power more than anything else. That’s enough reason for me anyway.

Looks like he mixed buffing up with Piccolo's gigantification. So sure, he did get like many times larger, but it doesn't mean he got many times stronger.

Also he was injured, exhausted and panicking (Shouki loss). He must have been really weakened and might have been stronger in better conditions.

I think he got way stronger but I don't think his resilience really went way up if at all. He was desperate and didn't even see Gohan's kick coming, thus couldn't prepare for it. Gohan could have used more effort too in order to make Cell completely hopeless. I think that if one is also so desperate and out of themselves like Cell was, they won't be as prepared to receive hard hitting attacks, specially one that landed in a sweet spot such as just behind the neck, which might have contributed to throw Cell off his senses.

Low stamina, not thinking correctly, lack of speed are factors that pretty much makes appear the gap bigger than it is. In regular conditions, I don't think, it'd be that unfair for Cell, but the lack of speed kills the usefulness that transformation can have.

He got hit with a critical hit because he was so slow and ungainly
