I could see Iceberg playing a role by building a ship. Maybe he and Galley-la help to build Pluton.
Laboon may play some role, such as helping them reach Raftel.
Yassop for sure could fight the WG.
Shanks too.
Dragon and maybe Garp must be involved.

What the point of Franky having the blueprints memorised? He still needs the materials to build it. Unless he'll use the blueprints to help them destroy Pluton when the WG use it.
Maybe he's constructed some parts already, in the Sunny or at Vegapunk's Karakuri Island?
He could be in contact with Iceberg, with Iceberg making the remainder of Pluton.
