Would Pilaf have wanted to rule the World in BoGT?

Supposing that Pilaf instead of wishing Goku to become a child, would he have wished to rule the World? How would things have been?

  Practically Pilaf even if he is a World Governor, he would have absolutely nothing to do against the Z Warriors. Goku would have remained an adult. They should still collect the Dark Dragon Spheres to avoid the explosion of Earth.

Goku uses Shunkan Ido to quickly gather the Ultimate Dragon Balls before they can be picked up by any of the villains. Meanwhile, one of the other Z-Warriors deposes Pilaf. Piccolo then deactivates the Ultimate Dragon Balls to make sure this doesn't happen again. In short, GT as we know it doesn't happen.
