I don't think anyone actually has a forehead that big. It's like all the missing matter from the waists of One Piece's female characters went into Vegeta's forehead.

Vegeta grew a beard in GT, and Goku and Vegeta grew beards after training in the ROSAT for the u6 tournament in super.

While those are in toei related scenes, I doubt Nappa had a beard when he was a child.
