What happens if Gohan in RoF simply loses a good part of his Ultimate Form, while his Base has a part of Ultimate?

Something like:

Ultimate Gohan >> Gohan SSJ2 (RoF) >> Gohan SSJ (RoF) >>>>> Base Gohan (RoF) > Piccolo (RoF) >> Trunks SSJ (RoF)?

And as for some time later, Future Trunks says that Gohan is no longer as powerful as before, it could mean that Gohan lost all the Ultimate power he had, therefore, he had even less power than in the CG or simply, Gohan was completely suppressed at that time.

We see Gohan periodically sparring with a stronger Piccolo so that simply cannot be the case.

Also, Ultimate is a “form”, there’s no such thing as Base/SSJ with ultimate power.

And do you think it's possible that between the U6 Tournament and the Future Trunks Arc, Gohan became weaker again?
