How strong is he with the electricity absorbed? He seems a bit like Buyon, but his electric attack was doing some light damage to Base Goku.

Probably on par with Qi when he absorbed Pan. Considering this was the point where Goku likely started to close the gap between his Base and SS4 forms, it says a lot that Wu was completely dominating both him and Pan when using 50% of his maximum voltage.

Also consider that electricity produced by Wu Xing Long may not be a normal attack, as in the use of ki, or even legitimate electricity. There can be some element of a magical base to his electric attack, as it does not display characteristics and properties of normal electricity. If at all true, it's possible the damage being done to Goku is due to other reasons besides pure power level relations.

That would make sense. The first Dragon that SS4 Goku offered any praise to was Qi Xing Long, yet ought to have found Wu's power pretty praise worthy if it were purely his Ki via feats.

Possibly inconsequential, but I came upon the theory after noticing that the majority of the Shadow Dragons that gave Goku trouble rarely did so in a way that oriented around battle power. Rather, Goku seems to take the most damage from "elemental attacks", which are really specific towards Fire, Ice, and Air. Even though he could, in some cases, have dealt with these dragons rather quickly if it were simply a matter of power vs power. I'm throwing Wu Xing Long's electrical attack into this group, attributing it to a semi-mystical elemental technique.
