I'd place the two on a similar level, so regardless of who's stronger, Cell's better techniques and regeneration allow him to win, unless Kibitoshin can use his telekinesis whilst fighting like Zamasu did against Galu.

I have Sigma Rild something above Gotenks Boo Kaioken x2. The first can win, because despite the slight advantage of Gotenks Boo over Rild (in terms of techniques), it is eliminated considering the tension of the Kaioken x2. Therefore the slight advantage of Sigma Rild over Gotenks Boo Kaioken x2, allows Sigma Rild to win with high difficulty.

According to my numbers, Cabba SSJ2 (ToP) is a bit more powerful. Goku SSJB (ToP) is at least 10x stronger than in the Tournament Universes 6 and 7. Apparently, the gap between the SSJ on the Base of the Saiyajins was reduced considerably, so perfectly, Goku Base (ToP) is 100 -200x stronger than Goku Base (Tournament Universes 6 and 7). Goku Base (ToP) is only slightly stronger than Caulifla Base (ToP). Caulifla Base (ToP) is very slightly superior to Cabba Base (ToP). Goku SSJB (U6) can use an Infinite Kaioken if necessary.

Kefla SSJ runs the Guantalete of the SSJB Kaioken states of Goku (U6).

Goku SSJB has no tension with any level of Kaioken.

Kefla SSJ recovers after each fight won.

What level of SSJB Kaioken does Goku need (U6) to defeat Kefla SSJ?

When Goku defeats Kefla SSJ, Kefla recovers and transforms into SSJ2.

Considering Post KHH Goku fought evenly with Post Regen Cell, who Trunks thought they'd need to gang up on while being unaware of Cell's reseves, i think Goku would stomp here.

Agree. Tenshinhan's only true wins were against Roshi (Although he forfeit, Roshi admited he would have lost the fight) and Tao. He never won a fight since Nappa.

True form Frost can still put up a slight fight against SSJ Vegeta without getting speedblitzed or anything, so it's safe to say he should be able to react to Katopesla's attacks. Keep in mind this is also without Frost using his 100% mode. Katopesla's full strength was still at best rivalling Base Vegeta, so Frost stomps.
