Yeah, that's what I said. Roshi knew Goku got stronger, yet said the other two had a chance of winning. I'm only showing the other side.

@2kewl4u - no one initially believed in Son Goku's victory over Tao Pai Pai, not even Muten Roshi ... it proves that Tao Pai Pai's power was considered even in the 22nd Tenkaichi Budokai.

@Papasmurf - Muten Roshi was also shocked with Goku's victory over Tao Pai Pai.

Precisely why I think it's just overhyping Tao overall. The news of Goku beating Tao shocking everyone basically says Tao >>> Gohan, when the opposite was suggested and shown 3 years ago when Goku said Gohan was different from any opponent he'd fought before. It's just overhyping.

Roshi considered Goku defeating him a very real possibility after Goku won against Chappa, so I doubt it. Plus usually the types of opponents who show up after a training gain were stronger than you originally, like the temple bullies who were stronger than pre-training Kuririn.

I agree with @Papasmurf. Also them saying/thinking that Goku has improved doesn't have to solely be because he defeated Chapa-o with ease. Even taking Chapa-o out of the equation what Goku did in the fight was enough for them to say that Goku's got higher. Even if Chapa-o was lower than Tao, they still concluded that what Goku did in the fight against Chapa-o was more impressive than anything from 3 years ago.

What makes Goku (vs Kulilin) > Taopaipai?
Taopaipai > Goku (vs Kulilin) works and makes sense with the Tao hyping

(and it helps with the scouter numbers too but it's still probably impossible)

Chappa being hyped up as being a serious threat to Goku despite his previous showings, and Roshi implying that Initial Goku, Krillin and Yamcha are around the same level by stating that any of them could win the tournament. In both of these circumstances Roshi and the others think Goku is going all out when in actuality this isn't even anywhere close to Goku's full match level, let alone battle level.

but Master-Roshi saw Goku "defeat" the even more incredible Grand-Pa Gohan

what gives???

Yea, Goku (initial vs Kuririn and Chapa-o) should be considerably stronger than his Uranai Baba self, since Kuririn and Yamcha were surprised by Goku's power and Kuririn even goes as far as to say Goku was already going all-out, being visible shocked when Goku said this was anywhere near his full strength.
