Yeah, I'm sure it's a mix of both.
But on the topic...
If Goku's Weighted speed is negligible over Super Sacred Water Goku, it seems likely that Yamcha/Krillen are at best, distant rivals to that level.
Goku's Weighted Speed/Super Sacred Water Goku 100
Piccolo Daimao 95
Krillen/Yamcha 90
And Krillen and Yamcha could be worse as well. I don't think that Krillen and Yamcha are implied to be a match for Weighted Goku?
