Perhaps if reading a basic summary it comes-off as such, but the characters & the story/jokes were much more in-line with the spirit of the manga than the movies. The villains also weren't threatening which is something the movies always tried to do. It was just a catch-up with the characters after a long time.

I don't know fam, the actual db manga had intimidating and dangerous villains as a staple of it.

Characters seemed to act out-of-character at times (IIRC) and they basically just copy-pasted series story-lines anyway for the most part.
