Because it was broken from overpractice first. Raditz doesn't know how to counter the attack like Junior Piccolo did. The only question is whether the big power gap between Piccolo Jr. and Raditz in this situation would kill him if he used Mafuba on him or not, since his death would render the DBs inactive.

Where do you place BoZ Goku/Piccolo in this fight? 408-416 or around 900 like some I've seen?

At 739 each. Goku's Kamehameha reaches 924 at x1.25, and Piccolo's Makankosappo reaches 1330 at x1.8.

it doesn't seem like AT made that whole "Z senshi always suppress their powers" a thing at the Raditz fight. AT said in an interview that fights would be much too predictable if the numbers told every outcome, so he decided to give Z senshi fake levels that would make their opponents such as Freeza's soldiers drop their guard.
