Gohan wasn't even intended to be ultimate in BoG in the first place. They changed his look, but not the script. The fact that SSjin Gotenks goes after Beerus despite Vegeta getting his ass kicked implies SSjin Gotenks is stronger than SSjin 2 Vegeta.

They were all fighting Freeza at that point in the anime except Goku who was in the healing chamber so they likely state the obvious that's gonna happen. Also, Goku was about to launch the Genkidama at Freeza at that time in the manga. It can be talking out of universe wise.
