I haven't made a full list in years. Can't remember last time I've done one. I like to stick to one specific segment and scale it with one of the main characters at 100. Much easier for me. Every saga should be scaled to 100 and then have a complete working list before ever making a total...

What I'm saying is that Goku is the baseline to be felt in that way. No one can sense an individual from Kaioshin's realm unless they are SSJ3 level. However, Kaioshin somehow is able to sense all of Earth dying. I think that's a special Kaioshin ability and has nothing to do with the topic...
