I'm confused in what you are saying. Kaioshin sensing all of Earth's inhabitants dying has nothing to do with Goku sensing an individual ki. Kaioshin has some sort of special ability to know such things.

I think an entire planet's inhabitants can be sensed, but not an individual. Seems to make sense to me.

I don't think that's because Gohan is sensing him. Why wouldn't Buu still be alive? Goku didn't defeat him and Gohan is training to defeat him. I don't think it has anything to do with ki sensing.
