@Power Level Guy You're giving more merit to Goten & Gohan to what it can be given to the sun. And Broly is using a small blast with barely charge to basically overpower them both.

The Movie takes place after the fight with Jiren and Broly. I think Piccolo is comparing them with SSJGs and afterwards realize how they're stronger than what he thought. Ultimate Gohan was taking care of one of them on his own.

From the future perspective it can be. From how we are supposed to interpret it, no. This scalling mostly takes into account the 90s material and how it could fit with the movies.
