Kamehameha managed to weaken Cell which Final Flash didn't, but that could be because Goku was closer to Cell than Vegeta.
I have FP Perfect Cell stronger than the FP Kamehameha, but not by a big stretch.
Headcanon can say whatever you think it is the case and speak for you, demonstrable things are what speak for facts and what it actually proves how facts are. I just go by what is demonstrable and factible.

Weird to think that 17 didn't play with Kamiccolo having limitless stamina, neither 16 played zero games with Imperfect Cell or Super Buu with SSJ3 Gotenks. If it's that much of a benefit having limitless stamina.

Goku said that Cooler was stronger than Freeza, but not much stronger than him. So KKx20 Goku being weaker than Freeza is likely the case.
Because Buu is stronger than Goku & Vegeta and if he is the least powerful character able to put Gohan & Dabura down in two blows, there's nothing pointing out other way. If reaching the conclussion of Gohan being a SSJ it makes no sense for Gohan to not get oneshotted.

Realistically he'd have been oneshotted by Kid Buu either if he was in base or SSJ2. SSJ2 tier characters are shown to be oneshot material for SSJ3 or above
