I don't think Base Black is Post Muscle Tower Goku level, at most I'd say he is stronger than Blue. Battle Jacket Black is definitely weaker than Goku seeing as Goku was able to destroy him, especially since Black couldn't do significant damage to Goku even with his lasers and missles.
