Android 16 seems to think that he can destroy perfect cell, but cell thinks that bomb won't work against him:

Do you think cell thinks he can survive because of his regeneration like he did with the final flash or the kamehameha or by going full power? I'm more inclined to believe the 2nd one is the case.

Cell had so much power in reserve that he knew he would still be far superior to 16's bomb, regardless of how strong it was. I think it makes little sense narratively for Gero to implant 16 with a bomb strong enough to kill his ultimate creation - Cell.

I'd say he thinks it wouldn't bypass his regeneration. 16 seemed to think it'd kill everyone there, Gohan included, so may this was capable of that... But not against Cell with his regeneration abilities. Kind of like receiving the KMHMH from Goku head on which he regenerated right afterwards, maybe to even less proportions though... He'd just spend some chi in getting back, but not much. If anything, 16 could maybe take everyone out but Cell, giving Cell an insta win haha.

Semi's explosion being able to kill SSJ2 Gohan can be said to just be a byproduct of the planet exploding. The most it's been shown to be able to do is kill SSJ Goku.

SPC's Kamehameha has to be way above Semi's explosion and it took that level of power (and more) to kill Cell. I don't think SSJ2 Gohan would face fatal injuries just from Semi's explosion, other than suffocating due to the lack of a planet to be on.

According to Daizenshuu 7, Android #16 is the second strongest Android, with Cell being the strongest. I don’t think anything #16 can do would be able to kill Perfect Cell, at least not at full power.

Maybe the bomb has special thing going on
that bypasses Cells durability or regen who knows.
There should be a reason why Cell would show fear even for a split moment.

I wish it was covered more in the guides tbh.
