He made him bleed with a punch that was basically a freebie to test how strong the androids were, Piccolo never let Android #20 do anything to him.

Bro, Vegeta also defeated #19 easily. He just let him get a freebie-shot in to see how terrible he is. Piccolo never did that, and from Piccolo's expression through-out the fight, it seemed like he put in quite a bit of effort to stomp #20, where-as Vegeta did it easier.
