At what point can Vegeta be considered an "Earthling?"

There's the non-canon Vegeta in GT that calls himself an Earthling with Saiyan pride, but what about the canon Vegeta? One could make the argument that it could be EoZ Vegeta, who no longer seems to wear Saiyan armor at that point, but EoZ barely lasted over 2 chapters, making it ambiguous as to whether Vegeta had truly considered Earth to be his homeland by that point. And at the tail end of the Boo arc, he still talked about Galu having the heart of a Saiyan when he refused an easy win against Kid Boo with the Potara. So at which point would you consider Vegeta to have fully become an Earthling of Saiyan descent like Galu?
