It's not exactly a power up, it's more of an effort thing or concentration thing. Either way, he is showing different levels of ability.

I viewed it as a power up. So, when Piccolo stated that Freeza's power jumped astoundingly, did he refer to
Initial 2nd Form-Full Power 2nd Form gap?

So, what did Piccolo refer to? I have two options:

1. Piccolo's statement was about FP 2nd Freeza...
Initial 2nd Freeza- 1.000.000
Powered Up 2nd Freeza- 1.500.000
Powered Up 2nd Freeza (holding effort)- 1.200.000

2. Piccolo's statement was not about FP 2nd Freeza...
Initial 2nd Freeza- 1.000.000
Powered Up 2nd Freeza- 1.500.000
FP 2nd Freeza- 2.000.000

But it's implied to be weaker than Gohan's MasenkÅ￾. Why should it be close anyway? It didn't do anything besides destroy Nappa's armor.

There's no reason for Vegeta to be surprised by the 2,800 reading if the Kikoho surpassed that already.

Nappa was more freaked out at Kikoho than when he heard the 2800 reading.

The Kikoho surprised him, whereas he was expecting the Masenko.

I don't think Gohan can amp his ki blasts much at all at this point in time.

I'm still iffy on the Kikoho vs Masenko thing. The Masenko made Nappa's arm sting a little, but then again Nappa said he was frightened by the Kikoho and he lost a lot of battle Armour. Not to mention Piccolo looks stunned and thinks Nappa could be immortal to survive that blast.
