There doesn't seem to be one post-Rosat seeing as Beerus praised the explosive power of Blue when Vegeta attacked him right after transforming. This also doesn't seem to be after Blue drained him either, since when Beerus whacked him with his tail straight afterward and knocked him into a lake, Vegeta was able to access the full power of CSSJB. Pre-Rosat though... it seems like just maintaining Blue makes you weaker even if you receive a Senzu. Which is retarded since Vegeta showed no signs of fatigue from beating up SSJ Black in SSJB, and Black still not "having surpassed SSJG" should mean that Black should be significantly below a Senzu'd Vegeta, but that's Faggotaro for you.
And Vegeta lost more than 90% of his power when he used Blue subsequently in the U6 arc Tournament... which makes me wonder what this 10% is referring to, when apparently freshingly attacking someone after the Senzu is still a far cry from Blue's true power.

10% of the power he displayed earlier.

The 100% probably refers to the full power of (non-mastered) Blue that you can access the instant you transform, since Galu couldn't repeatedly transform to Blue without Ki loss in U6 and Kaioshit said that Galu used Blue as a burst against Hit.

Yeah, but if going straight to Blue right out of the gate doesn't give you access to its true 100%, would the 10% be compared to the 100% that isn't really 100%?

It seems plot dependent. Vegeta with the Senzu should logically have more stamina than Galu who'd been fighting in base, SSJ and SSJG for a while, yet that Blue Kamehameha against Hit was noted to be a Blue burst of full power while Vegeta seemingly lost power immediately after getting the Senzu because if he hadn't, he should've been able to knock SSJ Black's head off.

Do we have any other instances of a Senzu restoring someone of that level of power?

It's always been noted as instant restoration of all stamina. Even someone as powerful as Vegetto was restored to full power when he ate a Senzu.

Yea but he was in Base. As dumb as the logic sounds, perhaps it can’t fully heal you while in Blue state.

Base Vegetto was strongly implied to be above Galu/Vegeta's blue forms though. And this was more or less confirmed with Gogeta (who should logically be below Vegetto manga-wise) displaying (C)SSJB tier feats in the Broly movie.

Yeah but that’s regular mortal energy. Restoring God ki might be a more difficult task.

They said Trunks needed to heal someone on Blue tier even when he was healing base Galu/Vegeta though. Not to mention Kibito had to restore Gohan to full power rather than just restore his base Ki.

Yeah, unless like SS said, the senzu didn't restore Vegeta's blue FP.

They said Vegeta was healed enough to get a Zenkai if he weren't maxed out though. And all instances of Zenkais in the original manga only occurred after full healing (like when Galu only got the 33x boost after his healing was complete post-Ginyu).
