If that's the case I think you can raise Goku a fair amount. He was outclassed by Base Baby Vegeta, but you're giving it a larger gap than Goku vs the Ginyus. Goku said he was excited to fight Baby Vegeta, I can't see him saying that if he was that far behind.

I usually have it a bit tighter than that but that seems fine. I like 1.17x. Goku is completely outclassed but is still somewhat within range to feel excited.

I think I’d lower Goku and Baby Vegeta’s initial levels then. I don’t think FP Golden Oozaru Baby Vegeta is > 10x SBV2.

And

Both options are valid.

I’m not so sure about that. If the previous form were stronger than Vegetto, then it’s still the strongest Ki he ever felt. It’s not like Base Baby Vegeta > Vegetto means Vegetto > SBV somehow.
