Nothing really wrong with placing him that low. Pickle man was absolutely astonished by 50% MSSJ Goku's Ki when not being aware that was only 50%, as well as being made aware of how he stacked up to Cell beforehand.

Piccolo can't be lower than 50% Goku when he is shown to be almost at the same level of Cell Games Vegeta and Trunks.

Vegeta and Trunks don't need to be that much higher than 50% Goku, not to mention the evidence for Piccolo being on their level is somewhat shaky, at least compared to a clear indicator like his reaction to Goku's Ki.
