Haki has been one of the most poorly explained power systems, so I'll try to break down how I view it.
Busoshoku
Level 1: Hardening - Coats the body in Haki to increase attack power and defensive ability. Can also imbue weaponry in the same way.
Level 2: Emission - Allows the flow of Haki through the body to attack or repel attacks without touching. Can also be used with swords. It's worth noting that swords still make contact despite using level 2 Busoshoku, as Oden was shocked by Whitebeard/Roger's clash despite being a level 2 user.
Level 3: Destruction - Allows the Haki to enter the target and destroy it from within.
Haoshoku
Level 1: Can release a controlled shock wave of Haki that knocks out those of low willpower.
Level 2: Coats the body in Haoshoku Haki. Attacks do not make physical contact with the target which also applies to weaponry (see Whitebeard and Roger). While this might seem very similar to Busoshoku level 2, Luffy gives us an explanation. He claims that his level 2 and level 3 Busoshoku attacks were too shallow which is why they had no real effect on Kaido. Haoshoku infusion allows for much more significant impact and attack potency.
Kenbunshoku
Level 1: Can sense the presence of others, as well as their location, emotions, and strength level. Can predict what the opponent is going to do in battle.
Level 2: Future Sight - Can see a clear image of the future.
Now, until we get better explanations it's impossible to say any of this is factual. Advanced Haoshoku might be the combination of that and level 2 Busoshoku which is why the attacks don't touch. What I do know is this is not an effect that can happen when two Busoshoku level 2 users attack one another. Oden wouldn't be surprised by this if that were the case.
