I think Chi Chi wins fairly ease, based on her feats against weighted Goku whom heavily suppressed I still feel was a good deal stronger than the likes of Drum.

I like to put Chappa at least much stronger than the Goku he fought but I find it possible that Chappa saw Goku and Ten's fight which would naturally put Chappa over 22nd Goku and in Drum's league, likewise Chi-Chi thought she could give Goku a run for his money after seeing him one-shot Chappa so Chi-Chi very likely stomps.

Well, Batista is weak, so that doesn't mean anything anyway.

As for defeating her by that technique, what about what happened for that happened? He dodged her attacks, but...

It wasn't gag. Gag' be Normal Gotenks getting defeated by Majin-Boo, or Super-Saiyan Gotenks vs Super-Boo, not this.

Chi-Chi didn't do anything though, she was fast and got some praise from Roshi, but Goku had no issues defending himself. Sure, he was flustered but that was more because she said he should remember her, he wanted to know who she was.

Chi-Chi couldn't follow Goku and Ten's movements, which implies to me that she'd have a hard time following Drum's movements. Ten could barely follow Drum's movements when they fought.

Chi-Chi gave Goku some difficult-times, it might have been Goku was a bit not knowing who she was, but I don't think her performance and how she fought Goku should be disregarded completely, just because some of it had to do with Goku not knowing who she was. Master-Roshi even calls her a master, I believe.

Second, Goku & Tenshinhan are dimensions apart from Drum at the 23rd Tenkaichi-Budokai, so I don't think that proves much.
